No, they may be developed on the Zen CPU and RDNA GPU (and SSD) with the consideration that it has to be scaled back to a Jaguar CPU and GCN GPU (and HDD); and as such the fundamentals of the game design and scope will be limited unless they're willing to make a functionally different piece of software for each platform generation. Alternatively, they'll just build the game for current consoles, turn all the dials to 11 and tack on VRS/RT functionality.
You can scale graphics, resolution and performance considerably; and you can scale logic a little. But the scope of the game WILL be limited. There are gameplay possibilities,...functional possibilities that will only be available to devs when developing exclusively for a system with a Zen CPU, RDNA GPU, an SSD with optimised I/O and greater RAM with more bandwidth.
The scope, scale, complexity, interactivity and dynamics of the game world, both the speed and means of traversal, the AI, the physics, advanced animation techniques, the level design etc. will all require a new baseline and cannot be scaled back like the visuals.
Microsoft's approach with the XSX means you'll essentially be getting Xbox One experiences with better graphics, resolution, performance and faster general load times. Unless of course they're willing to make two different games for each platform (like Splinter Cell Double Agent on PS2/XboxOG vs PS3/360 for eg.).
Building a game from the ground up, exclusively for a new, next-gen baseline will make so much more possible..

Think there's something to this cross-gen stuff MS hasn't mentioned yet. Because if it's gonna be as you're implying here, they're fucked. Maybe cross-gen support will be limited to Gamepass + Xcloud only and they're only developing native versions for XSX. That'd be the smart solution, plus staggering the Gamepass/Xcloud deployment between other devices (Xbox devices first, PC second, 3rd-party devices last).
So basically only XSX gets native version of games and maybe PC a year or two later as a GOTY/Ultimate edition also released on XSX. Everyone else is limited to streaming the game but still need a Gamepass and Xcloud subscription (XSX and PC owners can stream to other devices with their physical/digital copy if they want and bypass the limitation).
If MS isn't doing it this way, they're literally dicking themselves out of the gate.

Keeping your thousands of shaders schedules full, no part bottlenecking the next, etc. The shader utilization rate has usually been higher in Nvidia hardware, just one part of it was taking 4 clock cycles to schedule an AMD CU vs 2 on Nvidia (AMD also cut this down to 2 now), there's a lot to it.
ELI5 version, flops are just how many pipes there are and how much they can collectively move, but actually using all of them to capacity is another matter.

The spacing difference between the top and bottom of the S and 5, relative to the spacing of the P to the S just looks off. The thickness of some of the lines and the exact placement of the curves on the 5 don't look right either.
Less is often more and coherency in brand identity is important, but this just strikes me as dull and unimaginative; and when it comes to down-to-the-pixel adjustments, poorly executed..
It's almost exactly what we've been seeing mock ups and concept designs for the last 18 months.

So Matt had the specs for both consoles, as well as getting Klees spec sheet before he ran, and he is taking a guess that the XSX will be more powerful?That's just an opinon, not a fact. I don't see the problem, for now two recognized insiders reported the same informations, and nothing changed for them till now, if things will change, they will know of course.
Just listen to that for a second. I was told by all the Sony fanboys that he was an insider, and when Matt said the specs dont match the AMD leaks he would know.
Then when he comes out and say in he thinks the XSX will be more powerful (and if he had the spec sheets like the SDF here was saying, he wouldn't need to guess), all of a sudden its just an uneducated opinion.
Talk about mental gymnastics.
Maybe the reality is like some of us have been saying all along, and that is that these So called insiders like Matt and Klee actually dont have any real knowedge and were guessing the entire time.
But I'm sure the narative will be that Klee was always the insider and Matt never was.

Hoping it's not real, doesn't look very iconic to me.

They will drip feed people with info to avoid direct confrontation with XSX, which by all accounts and most reliable leak thus far, has it beaten.
Their marketing at this point sounds really weird. Announcing PS5 vis Wired, presenting logo at CES, few hours after Phil shown everyone new X chip and month after 12TF Navi...who knows, seems weird tbh.

But on the other hand, Sony could shit in a box and it would likely sell a few million.
So it won’t hurt them all that much. But it does give me flash backs to the Sony of old, and I had hoped that was long gone.
