Well if it's in the privacy of their own home and they aren't trying to push something super-naughty through a major platform, they can technically do whatever they want :/
Not realistic one, though. He knows what the modding scene is like and they're still putting the game on PC anyway. When it comes to stuff like mods PC is largely unregulated and there will always be a means to make adult stuff & distribute it. It's not like Microsoft's going to deactivate your copy of Windows for installing a nude Tifa skin.
If he really doesn't want that kind of stuff going on, he should've just kept the game on console or at least made sure SE had a launcher on PC you had to play the game through to detect those type of mods and deny them at runtime.
You put your game on a (relatively) open platform completely at the whim of platform owners who aren't yourself, you get what people give you. That's just the way it is.
