It's a necessary policy. Rugby is the opposite of football in regards to club vs country. Playing for your national side is the most important thing to players and the games are played at a faster pace and higher intensity than club matches.
But with the French clubs offering more and more money to quality internationals, a talent drain of a country is possible of measures aren't put in place. They're relying on the desire of players to play international rugby. New Zealand and Australia do the same thing. If you're not playing your rugby domestically then you're not in contention for the test side.

There's also a salary cap in place for the English clubs. Their wage budget for goreign players is capped to ensure they don't have too many in the squads. It's all about ensuring theres a decent production line of good young English players coming through.
The French international side is in the doldrums because their top clubs have vast budgets and no restrictions on foreign signings. Their sides are littered with expensive imports and their young, home grown talent arent getting games because of it. The national team suffers because there isn't the depth there once was. With France's tradition in rugby and their population base they should be walking the 6 Nations every year. Instead they're the weakest they've been in a decade squad wise. Still a decent starting side tho.
