Good character design + origin + his first appearance was in the greatest 3d sonic game and the first multiplatform sonic game (SA2)
I think shadow should be a slower more combat oriented version of sonic in gameplay (shadow in P-06 as an example)

I mean vegeta is far more important to db’s plot than shadow is to sonic’s. Vegeta has essentially been a main character since namek whereas shadow, on a rare blue moon, sometimes becomes playable.
