They wanted an ammo count for ME2. They wanted to build ammo upgrades for weapons. They especially wanted to limit the amount of special ammo you can use so you don't go through the game nuking everything.

That's kinda how I feel about powers in ME2. Too much shooting/lack of mission variety. I understand they improved the combat and want to use it as much as possible, but shooter fatigue sets in after a while. 90% of the missions are going from point A to point B, gunning down enemies in the process. There are a few standout missions that don't follow this pattern [Samara loyalty quest], but they are far too infrequent.

Exactly. I always wonder when I hear people glorifying the first game whether they even bothered to play the side missions. I painstakingly went through each one and it felt like pulling teeth. I honestly look at Mass Effect 1 as 10-15 hours of AAA quality work (the story missions) paired with 10-15 hours of a C-grade title for Xbox 1.
