Depending on the material of the house, it may not burn and he has concrete all around the perimeter. I’m not understanding the fire chief issue. The fire department is literally fighting the fires as best they can and the fire department does not control the supply of water. Hydrants rely on the same infrastructure that supply our tap water.The most important issues for them.

California is a beautiful state, but it has so many things you have to be willing to put up with to get the great weather, and depending on the area, the beautiful homes. Wildfires, droughts, super expensive to live in with their taxes, earthquakes, rationing water, power outages, massive homeless encampments, terrible traffic(in the LA area).
It's wild seeing oceanfront homes all destroyed. It's almost like mother nature's taunting. "The water is right there, but it can't save you from the flames." Wish them all a speedy recovery in putting their lives back together, this is going to be a bad one.

Fire hydrants are tested all the time, but you generally don’t test all of them at the same time. The issue is of pressurization, like how in some homes if you flush your toilet, suddenly the flow rate of your faucet slows down. My bet is on the latter, caused by the former.I’ve been watching this lengthy press conference and, if I heard and understood correctly, the lack of water in Pacific Palisades is supposedly because they have two large tanks that supply water to the fire hydrant trunk lines and they ran through it so fast that they lost the pressure needed to move the remaining water through the system. She went on to say that they can’t refill it fast enough to restore pressure so that water is effectively “stuck” in the trunk lines.
Still seems like a ridiculous oversight to not have some redundancy for the system, but my knowledge of city engineering is limited to video game sims.

The optics from the Mayor's Office certainly is not helping soothe fears or concerns at all. Her Fire Chief seems to be competent, but what about the tanks and lack of water. You'd imagine beating the drums loud and proud (subtle pun intended) until they filled the reservoirs. It's not like this is the first fire in the region.
