It would give retailers less of an incentive to use floor and warehouse space on xbox hardware. Accessories are higher margin but most likely don't sell as often per customer as games do and usually don't have launches that bring customers to stores.It will mean 3rd parties will need a bigger incentive to invest in the platform when an entire revenue stream is being phased out.
This would (theoretically) be great for Xbox 1st party games though as it will push more (precieved) value towards Gamepass if that's one of the only places you can actually play their titles.
