They had electricity right from the start when they were living in that military zone. Doesn't mean they have the means to just waste power and resources on tattoo shops. We know this is a dangerous world where people are under constant threat of clicker or scavenger attacks. In the first game there's even a village that resorts to cannibalism. I'd say getting a tattoo is a luxury these small, vulnerable communities can't afford. I don't think it makes sense in this universe, but I see others disagree. Cool.

Ellie is not what you may consider as the "feminine" character.
The way she talks throughout the first game was obvious.
She's considered the "Tomboy."
You see many women like this in everyday life. There are women who are not comfortable wearing skirts and heels all the time, they just like to wear jeans and sneakers.
This makes it clear where Ellie's personality is going and how it will reflect in her design.
Ellie is a fighter who is trying to survive in a post-apocalyptic world.
Knowing this simple fact, you're not going to see many typical "feminine" characters, you're going to see many characters with a tough personality because you need one in this world.
So Ellie is going to show a tough personality due to her growing up in the world.

1: A woman is not going to get this male look either in a post-apocalyptic world without appropriate training equipment (although some could be fashioned), and diet. She would get toned, not shredded and mistakable as a guy from the back.
2: In real life, even if you can load up on the steroids, protein powder, eats, training, whatever... should you? What is so wrong with femininity that you have to run away and be a poor imitation of a male? Likewise, for whatever the designers were thinking here, apparently not just once, but with two separate female characters.
I would have much rather have seen a feminine, but battle ready and athletic Ellie, secure in her own identity, not a hulking dude with a dainty head on top. Everything about it feels wrong and freakish, and it’s the same with the bodybuilding pics.
