Imported into China? All PC components go through China in one way or another, so America forcing its companies to pay an extra percentage on imports like graphics cards will increase prices to US consumers.

What are you talking about? The tariffs will increase costs for American retail companies. Those costs will be passed on to the consumer in America. This has nothing to do with what is banned in China. Do you understand what the tariff increases actually mean? It's an increase on stuff coming into America. That you will have to pay.

Without a link to the specific product - Same as any other pre-built, motherboard will be a cheap (but usable) one and the PSU will be no-name brand. RAM will be cheap too.

They use low quality, but standard parts. If it's the Assassin's Creed one from Walmart, I'd avoid if I were you. You'll have to replace the AIO in a few years due to it being low quality and being installed upside down. Well that and it has a 13th gen i5.

Personally I'll never own a XX90 nvidia card. I don't need it. But I know plenty of people that own one that use them for more than just gaming, if you could believe it. They also run all kinds of self-hosted AI generators, rendering, and various other activities that require the horse power. But it's not up to others to decide how stupid people are for using their money the way they want to. But either way, stupid or not, they had the money on the table and I've personally seen the benefits of going to that tier of GPU whilst coupled with an equally capable processor. It's a quality of life thing and the yearning to go above and beyond 120fps at native resolutions rather than relying on tricks to achieve the same feat that generally don't have the same IQ in motion.World is full of them:

Nvidia prices are ridiculous but xx90 cards just like titans were never for normal folks. 3090 wasn't that much better than 3080 but was like 2x more expensive.
Titans before them had ridiculous prices as well. I don't think halo cards affect prices of xx70 series or below very much.

I can't find the brand or spec for the motherboard and RAM (unless it's well hidden) so expect a bottom tier H10m motherboard and generic RAM. The PSU will be crap too.
The motherboard's VRMs won't be able to get you the full performance of the 13600k, so you'll notice it won't be performing to its full potential in CPU intense things like RPCS3 but it'll certainly run.
You could do a lot worse to be honest, the case looks decent enough for airflow and you can always upgrade and build up in the future.

Imports from China will go up elsewhere as well. This was done the last time US tariffs went up. Consumers are just passed on the cost.
The US will get hit the most though.
Which is why if people are waiting to build a PC, I'd do it sooner rather than later. Where computer parts and other things like consoles may go up 20-30%, if not more across the board.

Except that Titan stopped being prosumer cards years ago. The original Titan was not only far faster than every other GPU, but its double-precision performance allowed it to almost rival professional-class GPUs for a fraction of the cost. The Titan compared to the GTX 680 had over 10x the FP64 capabilities. Its price tag was justified because it wasn't just a gaming GPU. It was a gaming GPU that could also double as a workstation card.
Know what happened later though when NVIDIA saw people were buying Titans instead of the far more expensive Quadros? They gutted the double-precision performance of their cards. The Titan Black has 1.882 TFLOPs of FP64 compute compared to the paltry 342.9 GFLOPs of its successor, the Titan Xp. Even the Titan RTX has lower double-precision compute throughput than the original Titan from 2013. What did NVIDIA do then? They released the Titan V with over 7 TFLOPs of FP64 performance but at a whopping $3000 because they couldn't stand selling almost-workstation GPUs for $1000.
So, no. The 90 cards replacing the Titan card is complete nonsense. The 2080 Ti, 3090, and even 4090 cannot actually replace workstation cards in most instances except for the 4090 for AI work and even then, it falls comically short of the actual pro cards. NVIDIA simply scammed everyone like they so often do by stealthily gutting the Titans and replacing them with what should have been x80 class GPUs while maintaining a Titan-like price and telling people, "bu bu but those are our Titans" when they aren't.
PC gamers are often compulsive buyers who will pay ANY price for the top-tier GPUs and NVIDIA has seen that. When console buyers feel like they're getting cheated like with the PS3 or 3DO, they tell companies to fuck off by not buying. If anything, console buyers know what they're doing whereas PC gamers don't give a shit and will happily contribute to the destruction of the hobby so long as they get their shiny new GPUs on time.

I know nvidia are greedy bastards, I always hated this company. But... most of my GPUs were theirs, usually they were just better - now they are much better thanks to DLSS and RT performance.
I heard about most of things you are talking about but I never was interested in Titan and xx90 cards. My target was always xx70, xx70ti - best price/performance ratio.
People SHOULD boycott them and their prices, but what alternative is there? People that want to have the best consumer GPU HAVE to buy nvidia, whatever they are charging.
AMD is weaker than ever in GPU space and Intel stared recently but so far they have not much to show.

I simply disagree with the assessment that those who buy 4090-tier products know what they're doing in contrast to console gamers. If anything, the PS5 releasing at a measly $500 in 2020 when the top-tier GPU released at $1500 tells us PC gamers don't know what they're buying. The 780 was $650 and over twice the performance of the $400 PS4, so similar to the 3090 and PS5.
The prices just keep going up and we just keep buying. Of course, consoles are also going up but you won't see Sony charge $1000 for the PS6 either because they know it would bomb. NVIDIA on the other hand just keeps making x60 and 70 products worse while charging absolutely ungodly amounts of money for the best.

That means the 5070 e.g. "mid-range" equivalent card will be about $1,000, which is the range I usually go for. Been gaming on PC exclusively since 2014, but at this point I'm more likely to buy a PS5 Pro than to upgrade my PC again. This is getting ridiculous.

3080 that was 2x power of PS5 was 700$ MSRP (of course not to be find in stores but still). 3090 was 2x the price of 3080 for like 20% more performance?
Not only Nvidia greed increased prices of graphics card but also crypto boom and (of course) inflation. Recently cost of new nodes makes GPUs more expensive to manufacture plus with 5xxx gddr7 will also launch.

Gamers Nexus generally does a lot of reviews on prebuilts. So that's a resource you could consult.
Also they buy PC parts in bulk so probably that's how they get good rates.
