Since it's the weekend...in my more wild speculations kept separate from the main files there's one that has these nations in on the invasion from the start at some level of traditional control. Too many connections between those nations and Russia for them not to have known. Money and history. Imperialism, French aristocracy and German Uradel and Hochadel. Keeping power at any cost, but their own, as technology changes civilization putting more real power in the hands of individuals. There was some room planned for political maneuvering based on public and world reaction. But unexpected was the Ukrainian resistance, world response and Russian failure.
These corrupted entrenched parasites of the old Imperial order in France and Germany need Ukraine to lose something to keep, as the Ukrainians pointed out, the Imperial basis of the Russian threat alive. If everything goes back to before February 24th then that may not ever be a threat again by permanently crippling that branch of aristocratic Christianity.

I remember when people celebrated Macron winning re-election because the presumption was that he would now be able to shift his focus to supporting Ukraine. Oh how wrong we all were.

Really not sure what Biden is trying to gain by coming out and saying this. We've already seen that trying to appease Russia benefits nobody.

It's not appeasement. US MLRS systems can fire ballistics, ~300-500km. That would be giving the Ukrainians something that really would escalate - especially if they did start targeting behind the line targets. Would probably trigger further escalation within Russia itself and cause other issues. Plus, they aren't heavy ordinance like the typical missiles used - which is more what Ukraine needs and also go ~120km which meets to exceeds what the Russians have. Definitely more accurate and not cluster munitions which Russia uses (which have a high failure rate - Ukraine will be using far superior missles).
Anyway - Biden has done anything but appease Russia.
Biden's terminology is pretty vague and it hasn't really been said that he's sending over systems with shorter range capabilities either. The whole 'reach Russia' tidbit is confusing because most weapons can reach Russia if they're deployed close enough to its border.
Anyway I hope the administration will be clarifying this soon.
