Even though she may be within the rules of twitch technically, I think twitch needs to ask themselves if they want to be considered endorsers of this behavior and harassment of female gamers whether she's "in on it" or not. It's not that different than Sony or Nintendo not wanting certain games on their service or Microsoft banning users for toxic behavior whether for the "lols" or not. It portrays a certain image of the site whether they like or not.

I don't watch much Twitch anymore, far too many girls who barely play games at all and spend most of the time flirting or fishing for tips, plus the people who just gamble and don't game at all. It's very hard to find a decent streamer amongst all the trash.

I find that the streamers like that are the ones with less than 100 viewers per stream. Those are the ones I tend to look for.
