GotG was a nice surprise, my favorite Marvel film so far.

Iron Man 3 was weird but decent. Captain America 2 was plain boring

I'm sure he's boring in other media too. But I have can't get invested in the movies at all.

Chris Evans looks the part but it's like Hemsworth in Thor. The action is nice, but I can't give a shit what happens to the protagonist because there's so very little in the way of interesting character moments. CA visiting the centre for war veterans and his own museum exhibit hinted at someone struggling to cope with his past and his own place in time. But that was quickly ejected for more action set pieces.

I suppose this is my fault for expecting a bit more from comic book movies.

The films are never going to go in-depth like the comics do, you'd be best off watching the TV shows for that kind of thing, particularly if they do certain arcs because they have more time to tell a story.
