It's not (just) treaty negotiation. It requires repealing legislation, which requires a parliamentary vote.

They're not anti-EU entirely but they do want to change the EU from within to strengthen/increase the sovereignty of the national parliaments instead of an ever-closer EU. Hence they now fear to lose the support of the similarly minded Tory MEPs to pursue this.

That comes after the notification of intent to leave and the negotiation, not before. Robinson is suggesting that a repeal bill needs to be brought before Parliament in November. It doesn't.

True, but when your cornered into promising an in-out referendum - it's hard to put any other options than in-out on the ballot paper.

Don't get me wrong I think Cameron and his ilk are twats and wouldn't vote for them even in a one party state, but his handling of the end has earned some respect from me.

They make the arguments longer than the two years needed thus buying time UK will have EEA like status still receive funding, then when the time is ready UK Funds itself and stands on its two feet?

make the EU like a gym hard to get out of so it takes a while to deter people .

I think that if the EU gut and leave the UK screwed it will send a wrong message . People wont want to live by fear . Look how successful project fear was

The reason people rioted is because they are stupid and uncultured blacks rather than having no opportunities and having to deal with London's racist police force. If you tried to spend money on them it would be wasted because they'd used it to buy drugs. Therefore nothing should be done to help them.

The Thatcher government similarly considered abandoning Liverpool.

There won't be a global recession, UK does not have that sort of influence.

Also that 2 trillion was value lost in stocks, it's incredibly huge but that's what it is..stock values not real assets or funds. They will rise.

Vote Leave chief executive Matthew Elliott backed Mr Cameron's decision to delay the "divorce" for several months while a new prime minister is chosen, despite pressure from Brussels for a rapid departure.

"I don't think we need to rush this process," he told US TV channel CNBC.

"During the campaign there was talk about triggering article 50 and its process of leaving the EU right away, literally Friday morning, and I think quite rightly the PM has paused on that which allows the dust to settle, allows people to go away on holiday, have some informal discussions about it, and then think about it come September/October time."

He said Vote Leave had "done lots of detailed planning" for Brexit and suggested Michael Gove was "probably the man to lead the negotiations" - but dismissed the idea of any formal role for Ukip leader Nigel Farage.

Economic turbulence would "settle very quickly", he predicted.

I don't think that's true. The European Union exit would not merely be a treaty negotiation, but also affects domestic law, which is Parliament's purview. I'm told by my girlfriend who studied this for her degree that any foreign treaty requiring use of public funding to implement must go through Parliament, and this would very definitely fall under that category.

She's given me a section of a law review to quote:

Special machinery has been devised associating Parliament with the
evolution of European Community legislation. The Treaty of Rome
which established the Community with a written constitution provides,
and the United Kingdom Parliament has accepted, that all the provisions
of the Treaty and subsequent Community legislation based on the Treaty
shall be incorporated into English law and shall prevail in cases of inconsistency
between Community law and domestic law or practice. Section
2 of the European Communities Act 1972 provides as follows:
All such rights, powers, liabilities, obligations and restrictions from
time to time created or arising by or under the Treaties, and all such
remedies and procedures from time to time provided for by or under
the Treaties, as in accordance with the Treaties are without further
enactment to be given legal effect or used in the United Kingdom shall
be recognized and available in law, and the expression 'enforceable
Community right' and similar expressions shall be read as referring to
one to which this subsection applies.
By this subsection, the treaties, principally the Treaty of Rome,
cease to be mere treaties as far as the United Kingdom is concerned and
became part of the law of the land.
