Someone just posted a picture with a PS5 dev kit. I highly doubt he’s using a PS4 controller with an Xbox exclusive. Doesn’t make any sense to me.

Yeah nothing about him doing an Xbox exclusive makes sense, especially after these pics. Microsoft wouldn't have him rent out a Sony mocap studio to work on an Xbox game; and if they did, they'd definitely be more careful not to post anything Playstation related.
I also don't believe the rumors that Sony turned down his latest pitch. Whether Death Stranding was your cup of tea or not, everything he does is quality and guaranteed to sell. He has a huge Japanese following, has friendships with PS execs, etc.
Only way the Xbox rumor is true is if he's doing two games.

I remember there were some rumors of one being a smaller title. Like episodic or something along those lines. If true I can see how he can work on two games at once. However anyone saying that these recent tweets point to an Xbox exclusive are probably not correct. Doesn’t mean there isn’t one though.

If I'm going to guess, judging by Kojima's comments or desires from interviews and sly hints from him. the big project he's working on is either another sony funded project similar to deathstranding or a new ip. the more "smaller" scale project is this cloud Xbox exclusive or multiplatform title.

Thats exactly what it is, unless of course the smaller project is a VR project.
He admitted that he’s having trouble hiring for the 2nd project which makes me think it’s some kind of specialized game. Which would mean something really weird and cloud based or VR

Didn't Respawn even use it for Titanfall 1 and 2?The resources they provided helped create Death Stranding and kept it as a console exclusive, if it was an ongoing thing there wouldn't be persistent rumors about him getting into negotiations with MS for a game in the first place.
