You just need it for 30 seconds to unlock. You don't need to complete the download.

It has nothing do to with download servers, Steam will only try to pull files from the server you select in settings.
Then the question is, why would the files be on the selected server if it isn't unlocked in that region yet.

Everyone whining about some hours, remember and appreciate that it was brought forward 2 weeks already, totally out of nowhere.
Sure, that's nice and all, but the game being brought forward doesn't preclude a pre-load and the fact that Konami appears incapable of communicating even internally when exactly it will unlock isn't something that should be defended. This situation is absurd.
In fairness, the reason they have to do this is because if they allow preload that just means the game gets cracked and uploaded to the torrents by day 1/2. I'm surprised more devs don't take a harder line.
Although granted they should allow people 12-24 hours of preload at least, not being able to play it on release because you can't hack the DL def sucks.

That'd be news to me. I can't even think of one example where Steam was beneficial in helping crackz/torrents before release.
