I don't think they're created in real-time. But rather they're created with Nvidia's neural networks and put in as additional/new assets

Looks weird. Some assets are extremely detailed but others are outdated. Look at the buildings in the background, they're made with a couple of triangles just like in the original, even if they added some extra detail. Since it's still WIP, there is room for improvement.
